Billy has been appointed as the new director-general of the university. Shapira has a bachelor’s degree in Russian studies and international relations and a master’s degree in public policy and administration from The Hebrew University. She began her career at the university in 1976 as head of the studies and grades unit in the Students Authority. Over a period of years she progressed within the university to fill varied positions as head of the section for student acceptance and registration, assistant to the rector of the university, and director of the manpower department. She assumed her latest role as director of the Students Administration following the terrorist attack on the university in 2002, which particularly traumatized that section since two of its senior members were killed in the attack. Under her administration, various improvements and upgrading of the administration have taken place via utilization of Internet and telephone services to make the administration more approachable and user-friendly for both candidates for enrollment and for students. Shapira, who lives in Motza Illit near Jerusalem, is married and the mother of four children.
